India's Weather Management Poor

When I read THIS,about 17 Districts in Gujarat being declared 'drought-hit',I was wondering about the lack of proper Management of resources, like Water etc.,in India.
While one cannot do much against Drought, except water conservation and COLLECTION,during rainy season, Floods etc can  and SHOULD be controlled, which is sadly lacking in India.Huge amounts of Water during rainy season is allowed to go the sea.Lakes and Dams will be,useful in collection water and lessening the adverse effects of Floods, namely loss of Human and  animal lives and Crops.Gujarat, especially Saurashtra, lacks rain and drought is common here, but the people are resilient and they cultivate, crops like groundnut, cotton etc which  require, less water .
Even drought can be reduced with ,seeding the cloud[if its formation is observed]with Silver salts, producing rain.
Narmada Dam has alleviated the Water shortage in Gujarat.
While one is aware of trees being cut etc. REAL ESTATE and the method of construction of Housing Societies, are the basic reason for lack of rains and less agriculture. While the former, results in trees being cut[trees are needed to trap the clouds],using Fertile Lands for Housing reduces food production. And there is NO PROVISION for collecting RAIN WATER ;like Ponds etc.Only bore-wells which will deplete ground water levels.
In the earlier days, upto about the 1900s,Indian villages were near a Temple with a pond or a river for Water requirement of the people. Thus every Housing Society, should have a Pond for collection of rainwater, the size being dependent on the population.

Letter To The Prez Of India:Sub,Floods etc

Your Excellency Madam President,
                                CRORES of Pranams to you.
I had earlier sent a grievance to Your Excellency, regarding Floods and Food Damages. Please see below:-

http://veerar-india.blogspot.in/2011/10/floods-and-cyclones-occur-annuallyyet.html
Now,there is news that massive Floods have occurred in Assam and may occur in other parts of India too,as the Monsoon intensifies.
http://veerar-india.blogspot.in/2012/06/yet-another-floods.html
It is very surprising that such calamities are allowed to occur year after year.

http://veerar-india.blogspot.in/2011/10/does-planning-commission-even-care-for.html
One is saddened, not only, by the loss of Human and animal lives but the whole tragedy resulting many other things like loss of crops, property , trauma of the victims, etc. The Government cannot simply look on year after year doing nothing
I hope Your Excellency will do the needful,so that these tragedies are NOT repeated YEAR AFTER YEAR.
         Thanking Your Excellency,
Yours truly,
K.V.Sadasivan

Does the Planning Commission even care for the Losses India suffers and its adverse effect on India's GDP?

Does the Planning Commission, take into account and have any anti-dote,for the huge losses India suffers from, due to:-
1.The mega-Corruption,like the 2G spectrum scam,CWG,KG Basin,Devas,AI,Coal Scam etc.
2.Blackmoney,tax-evasion and Money-laundering.
3.Natural calamities like Floods,Earth Quakes,Cyclones etc.
4.Rotting of Foods and Grains in Government godowns like FCI[Food Corporation Of India].
Food is expected to rot in 2012 Monsoon season.
There may be many others, but the loss due to these themselves will be very huge and their PREVENTION will contribute to India's rapid growth[GDP].

Floods and Cyclones Occur Annually.Yet The Govts are Not Pro-Active!!

Floods UPDATE in India.
Extreme Weather Events in India for the last 100 Years.
Floods and Cyclones occur Annually,in Andhra Pradesh,Assam,Bihar,UP,Odisha as the case may be.Loss of lives and property continue to be  in Epic proportions.Thousands die and Lakhs are left Homeless.Crops get damaged.Live-stock are lost.Yet The Govts are Not Pro-Active!!Here's a Report by the Andhra Pradesh Government. The loss is thousands of Crores. Add to this others from Odisha,Bengal,Bihar,Assam,UP etc.
Have the Governments at the Centre and the States any PLAN in place? It is very sad to note that, they don't have.If the losses due to these are minimized, the GDP growth may be more.Where's MM Singh, who always claims, India will grow by "x%"?
A REPORT on Hazards.
Flood Preparedness and Planning. But is there any "concrete" action in place?
Loss due to faulty food storage is approximately Rs 40000 Crores minimum annually, due to PESTS alone.[20Million Tonnes of food grains are lost annually,as per the link above.Taking an average price of Rs 20 per Kg,the loss works out to be Rs 40000 Crores annually].
Food wastage a Conspiracy,to favour FIIs?
August,2012:-
       Food rots in Maharashtra,Gadchiroli District.
These are only two or three areas.Since there are a lot of areas to be covered India may be losing HUGE amounts due to faulty Planning and INACTION,in areas NOT covered in this "sample" article.
Efforts to lessen the adverse effects of Floods,[like construction check dams, artificial lakes]Cyclones etc mentioned above will increase employment opportunities also.Instead of spending HUGE amounts as "relief",AFTER the floods devastate,if the same is spent BEFORE the floods, as a preemptive and pro-active measure, the floods themselves and many miseries, especially,TRAUMA,of the victims, can be prevented.
In 2012 Monsoon the food is expected to rot.No Infrastructure is in place to prevent loss of Food by rotting.
  14/10/2011:-
HERE's a news-item highlighting how, natural disasters like Floods etc affect Infra like Power Generation, adversely, due to shortage of Coal for Industries.
30/6/2011:-
Yet another Flood/s, in Assam.18 LAKH CHILDREN adfversely affected in Assam,by Floods.
LETTER TO THE PRESIDENT OF INDIA ON THE ABOVE
Your Excellency Madam President,
Crores of Pranams to you.Let India continue to attain rapid progress under your excellent Leadership.
While reading about floods,in Central India,at present I was shocked to note that these have been going on in Independent India for decades, with loss of Human Lives, livestock, property etc in huge proportions. Not only are these a Human Tragedies but a Financial one as well.
Should NOT,the State and Central Governments be  pro-active so that these will not occur repeatedly, or their adverse effect on the three categories mentioned above minimum?
Please use the link below, for a short description of the same:-
  http://veerar-india.blogspot.com/2011/10/floods-and-cyclones-occur-annuallyyet.html
I am sure Your Excellency will see to it that the concerned will be pro-active and the adverse effects on Humans, animals and Property are minimum.I request Your Excellency to expedite actions on these.
Yours truly,

Acknowledgement from the President's Secretariat:-

Floods in Leh,A Chinese Weather Experiment?

Recently we had severe floods in Leh,which is quite unusual,in a rain-starved region. This LINK,also, raises aliens as a possible source about which I am skeptical.
